Washington, DC , USA -- The last leap second was introduced in COORDINATED UNIVERSAL TIME (UTC) at the end of December 2005.

There WILL be a another positive leap second introduced in UTC on December 31, 2008.

COORDINATED UNIVERSAL TIME (UTC) WILL SEQUENCE AS FOLLOWS:
31 DEC 2008 23 HOURS 59 MINUTES 59 SECONDS
31 DEC 2008 23 HOURS 59 MINUTES 60 SECONDS
01 JAN 2009 00 HOURS 00 MINUTES 00 SECONDS


The aged Earth is slowing down in its daily rotation, at least in the current epoch.

Civil time is occasionally adjusted by one second increments to ensure that the difference between a uniform time scale defined by atomic clocks does not differ from the Earth's rotational time by more than 0.9 seconds.

Coordinated Universal Time (UTC), an atomic time, is the basis for civil time.
